Certified vs. Notarized Translation: What USCIS Actually Requires

A certified translation and a notarized translator’s signature serve different purposes. For a USCIS submission, the general translation rule calls for a full English translation with certification of accuracy and competence; it does not add a general notarization requirement. Check the instructions for the particular filing before ordering additional services.

What is a certified translation?

A certified translation includes a signed statement concerning the translation. The statement identifies the document and languages, attests to accuracy and completeness, and identifies the signer. The receiving authority’s requirements determine the details.

This is different from a translator’s professional credential. A document may be certified without its translator holding an ATA credential. Do not assume that the phrase “certified translation” identifies a particular professional qualification.

What does notarization do?

In this context, notarization relates to the signer and signature of the certification statement. A notary does not review the translation for linguistic accuracy. If the recipient requests notarization, clarify the required statement and notarial procedure before signing or arranging the service.

How to decide what to order

  1. Identify the recipient: USCIS, an immigration court, another court, a university or a consulate.
  2. Read that recipient’s instructions for translations and supporting documents.
  3. Confirm the language direction and whether certification or notarization is requested.
  4. Check that the quote separates the translation from any additional service.
  5. Review the delivered document and statement before submitting them.

Are the USCIS and EOIR certificates identical?

Do not treat every receiving authority’s checklist as interchangeable. For an immigration court submission, read our EOIR evidence translation guide and confirm the applicable instructions with the legal team.
